Transition to ACM Open – A Sustainable Approach to Open Access

ACM is continuing its transition toward a fully Open Access publishing model through the ACM Open program, which enables institutions to support Open Access publishing for their researchers. Today, more than 1,800 institutions worldwide participate in ACM Open, covering approximately 72% of ACM conference papers.

To be covered under ACM Open, the corresponding author or a co-author must be affiliated with a participating institution. For APC-eligible articles (including research, review, and survey papers) where no author is affiliated with a participating institution, an Article Processing Charge (APC) will apply.

To support the community during this transition, the ACM Council has approved a subsidy for APCs in 2026. Authors whose institutions are not yet participating in ACM Open will pay a discounted APC of $250 for ACM/SIG members or $350 for non-members, representing a 65% reduction from the standard rate.

This subsidy is intended as a temporary measure while additional institutions join the ACM Open program. ACM is not reducing APCs permanently; rather, it is providing financial support to ease the transition to Open Access publishing.

ACM supports a fully Open Access future and continues to expand participation in the ACM Open program worldwide. We encourage members of the SIGWEB community to learn more about ACM Open and to engage with their institutions regarding participation in the program.
